Not necessarily.: A sign that scabies (or the mites that cause it) have returned are "burrows" or tunnels in the skin, usually in the web spaces between the fingers. Water blisters are the skin's reaction to different  agents / irritants, and could be a delayed reaction to the mites (or their feces - yuck!), or it could be from the medication used to eradicate the (previous) mites. Scabies: Scabies is incredibly contagious so messing with the lesions is going to make it worse. You need to take the oral pills for scabies and stop scratching at the lesions!!!

I have a blister....: It is best to leave a blister alone. Opening it can get it infected. If it does pop, apply antibiotic ointment to help prevent infection. Sometimes, applying alcohol may help dry it up.

If you have any pain, redness, burning, blisters in the mouth or groin, you should see a Dermatologist as soon as possible.

Dyshidrotic eczema: (google it) is a common condition that can produce these blisters, usually itchy and can occur if you are washing your hands often.  Using glycerin soap, cool water to wash hands, applying hand moisturizers frequently and perhaps some cortisone cream should help.  If the blisters are painful or if your finger tips swell or bleed you should have them looked at.

If they are multiple small blisters than come and go rather than one area on the outer lip which lasts a long time, then it is unlikely to be the herpes virus (cold sore virus). Scabies: 33 year old gentleman with scabies infection treated with oral therapy now with new red rash. You may require treatment with oral and topical therapy. You may be extremely contagious and you should avoid scratching the scabies rash. Contact your doctor and read the CDC decontamination protocol for your close contacts, bedding, clothing,etc.

Athletes Foot: More then likely it is athletes foot which is a form of skin fungus.  Try using an antifungal cream.  Using antifungal powders in your shoes and changing sock twice a day can help with moisture.
