Depends: White spots can be leukoplakia, fungal infection, pus or a response to an irritant. Do the spots come off?  Where are they on the mouth? 
 Do you smoke or chew tobacco?  You can see a dentist or a primary care doc for starters.  It may need a biopsy.

Oral lesions: Lesions of the oral cavity can be from numerous sources. Not all bad lesions have pain but if they persist they should be evaluated by your doctor. There are many simple benign white lesions also. A very common one is something called Fordyce granules. These often raise concerns but are completely benign and need no treatment.

White spots in mouth: A few things can cause white spots in the mouth.  Lichen planus can be lacy thin white lines on the inside of the cheeks and/or white patches.  Candida (yeast infection) can look like white patches or cheese curds.  There are also longer lasting oral conditions that present as white patches known as leucoplakia that may be a sign of a more serious condition.  All these need to be seen by a doctor.
