Neck lump: A hard lump on the neck that lasts more than 2 weeks should be evaluated by a physician. Sometimes you can get a cyst or swollen lymph node, but if it's lasting for more than 2 weeks a clinical exam is important to determine whether this is something serious or not. If you have fever, redness over the lump, discharge from the lump, or difficulty opening your jaw you should see your doctor asap.

Infected cyst: It sounds like you have an infected cyst on your neck.  You need to be seen to get this evaluated.  You may need antibiotics and possible drainage.

Sounds like a...: ...Sebaceous (inclusion) cyst. These arise from blocked oil glands next to hair follicles and are prone to infection.  I advise you to make an appointment with her primary care doctor. They can confirm the diagnosis and remove it (or refer her to someone who can).

Access vs lymph node: If it is red and hot, then it may be an abscess or infection.  It could also be a lymph node.  If you have any head cold symptoms, this could just be a reactive lymph node, which is the body's way of gathering white blood cells to fight the infection.  If you are feeling otherwise well, then it should be checked out, with possible labs, imaging and/or a biopsy.
