Cut on a Vein: Yes as long as there is no bleeding you can just use the bandaid.

Bleeding finger: As with any abrasion or minor scrape, most of this bleeding stops when bandaged as you have done. That means that basically if there's not blood running from the wound it's probably okay, but if there is flesh hanging someplace on the wound you should have it checked definitely in an emergency room!

i cut my pinky finger about 7 hours ago with a dull knife. it stopped bleeding, but it reopened when i took off the gauze, and it bled again like when i first cut it. i put another bandaid on with ointment. how long should i keep my bandage on?

Bleeding: Usually the body does its function. Platelet in a few minutes to stop the bleeding. 
You can squeeze the area most likely, if a lot of blood comes out you cut an artery so it may still bleed if I keep bleeding I recommend going to your doctor to stitch or cauterize the affected area

months ago, i helped someone put a bandaid on a bleeding finger. not sure if blood touched my hand or if i had any cuts. could hiv be trasmitted like ?

Very unlikely: Even if the person has HIV the risk is very low that you got it. If the person is HIV negative, there is no risk.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

i cut my hand with a sharp knife when i was washing the dishes and it didn't bleed. i havn't put anything on it like a bandage. will it scar.

Probably not: Wounds on hands usually heal well with minimal scarring. If it didn't bleed much it was probably not very deep.

Vein: You need to put plaster on the cut,force it with anything to stop bleeding,how big is the cut?if the cut is big you must seek medical attention,Maybe you've lost a lot of blood which is causing this dizziness,can you upload a picture of the cut?

Sometimes.: Bleeding from veins can usually be stopped with direct pressure and elevation.  Whether or not stitches are needed is dependent more on the size of the incision than on veins being cut.

Wait and see.: After a blood test, the hole will heal in a few days.  The itching is probably due to the alcohol used to clean your arm first, or may be due to the bandage tape.  Usually, when you stop bleeding, you can take the bandage off.  But if you are working in a dirty environment, then do leave it covered for a few days (unless the tape is making you itchy).

Yes: There are microscopic capillary veins all over your skin.  These bleed whenever you get a cut (doctors might call this capillary ooze).  If you have prominent hand veins, these can get cut and bleed just like any other vein.  If this happens, hold your hand above the level of your heart to slow bleeding and apply pressure.

4mos ago had iv put in vein of wrist. since then it hurts to move hand too quickly or lift anything heavy. locks up when i stretch. is this serious?

Needs evaluation.: It sounds like you may have a clot in the vein from the iv.  This is very common and not serious but certainly it does cause discomfort.  It could also be an irritation of the nerve in the area but this is less likely than a problem with the vein.  You can try heat applications and ibuprofen.  If this doesn't help, then you should see your physician.
