She needs to be under the care of an adult endocrinologist at her age. Need for dental assessment;  if no eruption after age 16 months, eruption is asymmetric , other abnormalities suggesting an associated medical syndrome. Lack of space in the jaw and a familial tendency may also cause delayed eruption.
