Many issues!: Many problems may be unrelated, but pcos needs to be excluded, because of it being a part of metabolic syndrome. You did not mention if you are overweight and carry it on the middle. Pcos is associated with high free (not total) testosterone, which could explain several issues.  Hyperpolactinemia is common, could cause sore breast, but is associated with scant or absent periods.  It needs checking.

It can: Crps can cause a variety of changes including discoloration, swelling, hair loss, sensitivity ad numbness.  Limbs can feel either very cold or very warm and may be red in color or darkly pigmented.

Salicylic acid -acne: Salicylic acid is a very reasonable daily treatment for acne management. It is unlikely to do anything for scarring or for hyper pigmentation. There are some topical skin lighteners that can help with this. Laser treatments can also help with scarring and pigment. Some benefit from a more robust regimen for acne (retin a; benzoyl peroxide; facials/microderm; pdt; laser; etc...) -get help if needed.

No: Skin color changes can remain the same, can get lighter, or can get darker, regardless of the amount of water one drinks. Drinking more water does not make skin color lighter.
