Probably not warts: Multiple warts on the hands are rare, and warts do not become red or inflamed and not likely to itch. This probably is something else. See a doctor; if your PCP isn't certain, see a dermatologist.

Doctors : Doctors are typically under contract to provide services at a set cost so it is difficult to tell you cost.  My guess it would be $200 dollars or so and might take more than one visit to treat them.  I would call and ask your local dermatologist.  Liquid nitrogen therapy in the office can be very helpful.  Otc options aren't usually all that effective unfortunately.  Perhaps consider filing each night, applying an otc salicylic acid, and then occluding with duct tape.  That can help in some cases and might be worth a try.

Yes: There are many techniques other than surgery to treat plantar warts such as applying salicylic acid , cryotherapy or cautery.

Yes, but it depends: Any surgical procedure in which skin in incised will leave a scar. However, if it is done skillfully the scar may be imperceptible. As I mentioned earlier, unless it is of cosmetic concern, you may wish to leave it alone as most warts heal by themselves.
