Scars are permanent!: As are any skin sensory nerves that may have been cut in the mole removal. Sometimes scar revision can yield a better-looking scar, but what's cut can never be "uncut." see an abps-certified plastic surgeon for revision advice, and perhaps consider a plastic surgeon rather than a derm or family practice doc for mole removal; these two areas of medicine are not surgical specialties.

3 Month old scar: Are you sure there are not edges of the lesion still present? Or is this scar tissue forming. Best to see the doctor who did the surgery.

Yes: If the mole was not completely removed , it may regrow, especially if it was of the category called "atypical" or "dysplastic"

Depends entirely: on its appearance.  No change in size or appearance is an encouraging sign that it is not melanoma.  Get an opinion from dermatologist if you have ANY concern.

Without : Without an exam it is hard to say what should be done about your moles. In general features that are concerning regarding moles are: asymmetric size, irregular borders, multiple colors, and a diameter large than an eraser head on a pencil. Other things to think about are if the moles are enlarging or not. I'd recommend having your skin examined to see if mole excision is advisable.
