Skin spots: Most skin spots are amenable to laser skin treatment especially if they have not improved with prescription topical therapy.  Go see a doctor who provides this service.

Hyperpigmentation: The question is what is the underlying cause of the discoloration. Usually some sort of inflammation precedes it. This could be due to an irritation due to chemicals or even some types of fungi. The best thing to do is wear a sunscreen on a daily basis until you have your skin evaluated to see what the underlying rash could be that is causing the hyperpigmentation.

Ambi : Ambi fade cream contains hydroquinone which can help fade dark marks on the face.  My first recommendation would be to prevent whatever might be causing the dark marks, such as acne or eczema?  Next, i would highly recommend that you wear a good sunscreen every day (even in the winter) to prevent the area from sun exposure.  Sun exposure will likely darken the spots and slow down recovery.  In addition, if you can afford it, i would consider seeing a dermatologist who can prescribe a stronger strength fade cream for you.

Hard to say: The face rash is hard to say anything about without seeing it, but the lumps on the neck are probably glands. I would see your physician so he can diagnose and probably easily treat the face rash. I think the bumps on the neck are because of the rash but it needs to be seen.

Perhaps fungus: It is impossible to tell from the description. A fungus called tinea versicolor can cause white spots which become more noticeable after sun exposure. Another condition which cause white spots is vitiligo where there is a factor causing the pigment cells to stop making pigment. A dermatologist will be able to tell the difference and properly treat the discoloration.
