Keratosis pilaris?: Not sure where the bumps are, but i suspect on your arms? This could be thickened hair follicles. It is a genetically inheritted, common skin disorder called keratosis pilaris, which cannot be cured, but treated with topical emolients etc...Severe cases may benefit from retinoid compounds-- a type of acne med.
Keeping the skin moist helps, thus this is often softer in summer time due to sweating..
