Probably genetics: Often dark circles under the eyes are due to blood congestion in that area.  It can be caused by superficial discoloration which responds to IPL but usualy the dark circles are hereditary and IPL or creams do not help.  Consult with an eye doctor or plastic surgeon for help. If no procedure can be done then see a make up specialists for help concealing it

Not natural: You have melasma, which is caused by the sun, hormones ( including the bcp) and other reasons that we do not understand. It is usually treated with bleaching creams and the constant use of a sunblock which has titanium dioxide or zinc oxide in it.

The brown......: The pigmentation is caused by several factors.  Inflammation can cause leakage of red blood cells into the skin, causing " rusting of the iron in the rbc hgb. Also, if you scratch and abrade psoriasis lesions, you get a low grade infection, which will permanently discolor skin. People will scratch unknowingly in sleep. The brown caused by rbc will leave slowly. The other will diminish little.

Hydroquinone: One of the most effective treatments for "skin stains", or darkening of the skin after acne, is hydroquinone. It is available without a prescription in 2% strength and should be applied twice daily to the dark spots only, not the surrounding normal skin. Some formulations contain glycolic acid, which help as well. It often takes 6 or more weeks to see any improvement.

White heads: WHite heads and black heads are considered to be actice acne, It also sounds like you are suffering from Post-inflammatory hyperpigmentation. Exfoliation done too vigurously or more than once per week, can be detrimental to one's skin. You will need to discuss your options with a GP (especially one with a special interest in Aesthetic Medicine, however a dermatologist can definitely assist.
