Probably genetics: Often dark circles under the eyes are due to blood congestion in that area. It can be caused by superficial discoloration which responds to IPL but usualy the dark circles are hereditary and IPL or creams do not help. Consult with an eye doctor or plastic surgeon for help. If no procedure can be done then see a make up specialists for help concealing it

More Information: This could be everything from a skin disorder to nose allergies, to sleep deprivation. You should see your doctor to evaluate for these things. Also, my sisters and spouse swear by Sephora's erase paste for this.
