Razor Bumps: 
Apply corticosteroid cream to your razor bumps to reduce the redness and swelling fast. Corticosteroid cream is mild and can help you quickly. Also try using benzoyl peroxide on your razor bumps. Using a benzoyl peroxide ointment with at least 2.5 percent benzoyl peroxide can reduce the bumps and prevent any kind of rash from forming.

Razor burn: Use a clipper or electric razor. Cutting those little tiny hairs to short causes them to turn inward and cause folliculitis barbari, much less attractive and potentially infective than a little bush.

Prevention: Insure that you use fresh sharp blades vice dull blades. If the hair is more than several mm long – then trim it before shaving it. Wash the area before shaving – warm water can help to soften the hairs. Use a lubricant when shaving. Avoid using products that contain alcohol or are scented.  Shave in the direction of the hair – not against it. Be gentle when shaving – don’t push down too hard.

Need more info: There are a wide range of possibilities for what is causing them. What do they look like? Where are they? What have you tried for them? Do you have rashy skin otherwise? Are there any other symptoms with them (itching, crusting, weeping)? Do they contain fluid? What color are they? How long have they been there?

Options: Only shave after taking a bath or shower so that your skin is hydrated. Liberally apply a high quality shaving gel, and only shave in the direction of hair growth (not against). Use a high quality multi blade razor, and replace it frequently. If this does not eliminate the problem see your dermatologist for additional prescription options.

Stop shaving, 4 now: Razor-bumps result from shaving/cutting the hair too short, thus causing the hair to get stuck under the skin causing the bumps. Basically these are trapped hair follicles. Use of some exfoliating skin lotion/cream may help the trapped hair to come through to surface and thus resolve the bumps. So, stop shaving too closely will reduce this. Laser/electrolysis is expensive, but no bumps! good luck.

Fungus: I see that you've tried Benadryl (diphenhydramine) and hydrocortisone. The next step is to see your podiatrist. There's a stronger cream that is dual action called Lotrisone that combines antifungal properties with reducing itch and swelling.  Fungus travels to the legs when you scratch your feet in an upwards toward the legs. It can also be a drug allergy or reaction to new laundry detergent, sheets, socks, jeans.

It : It would be incredibly rare to get an std from a razor, and is in fact almost impossible, unless there was blood on it and you had an open bloody spot that you used the razor on.  It is much more likely that you have folliculitis, which is inflammation of the hair follicles which can happen with old razors.  Throw the razor blade away and get a new one.  Use dial or another anti-bacterial soap for your skin and the rash should go away.  If it is worse, more red, or swollen then it would be reasonable to consult your physician.
