Dry skin treatment.: You can control dry cracked skin on you foot by using otc skin creams or ointments.
If this does not work, see your local podiatrist who can prescribe a much stronger cream, ointment, or lotion. Some times the skin has to be debrided or shaved to get rid of the cracking.

Moisturize: Try applying moisturizer i.E thin layer of vaseline. If you can toerate apply, place Saran wrap over your feet, socks and go to sleep at night. If there is rough skin, you can try smoothing with a pumice stone.

Shoes, lotion. : Wear closed-back shoes (no sandals, flip-flops, or clogs), and apply a thick lotion to your heels every night. If the cracks ever develop into fissures (full thickness cracks through the skin), you should see your doctor to work out a wound care regimen. Some people even need prescription lotion!

Pumice and urea: Prescription strength urea cream (40% urea) can help soften and hydrate the skin. Removal of the thick dead skin can be accomplished with regular use of a pumice stone. We have a few different heel treatments at the stride medical foot spa some which involve the use of a scalpel blade or electric file to remove very thick calluses and/or the use of a glycolic acid peel.

Yes: This exposes you to dry cool air, and when there is a change in the weather from moist fall to dry cold winter your heels will crack. Moisturizing your heels work really well. Try to apply the cream and wait about 5 minutes prior to wearing you socks.

Indirectly: No, not directly because skin type and excessive sweat glands are genetic which pre-disposes someone to cracked heels, but wearing flip flops or open backed sandals and exposure to fungus is environmental.
