If you feel eyes: Contact lenses cause a general decrease in oxygen to the cornea. They can also cause discomfort in the form of foreign body sensation especially when blinking, redness of white part of eye, irritation, chronic tearing, fluctuating blurry vision, pain. If you have any of these symptoms, your contacts may be irritating your eye. An eyemd can take a look under the microscope to check.

The : The vision scale works like this. Consider the first number to be x and the second to be y. When you are looking at something x feet away, you are able to discern it as though it is at y feet away. 
So with 20/400 vision. You see an object at 20 feet away as well as someone with good vision can see something 400 feet away.
So, 20/400 is worse than 20/200.

Dark : Dark circles under the eyes have several possible causes. In some cases it is due to the deposition of hemoglobin by-products in the skin resulting from chronic nasal congestion.

In other cases, the dark circles is actually due to shadowing in the area that results from facial volume loss. This can be treated with improving the volume loss. This can be done with an in- office filler injection or facial fat grafting (fat transfer).

Another common cause is genetics. Some people simply have more pigmentation in their lower eyelid skin. This is very difficult to change.

Dry eye: Your dry eye symptoms are not related to your liver lesion.  I would recommend getting the scan to further evaluate the lesion.

Lots of reasons: Red eyes come from many causes.  Allergies, viral infection, and dry eyes are the most common.  Wearing contact lenses too much is another reason.  Less common causes include bacterial infection or inflammatory conditions of the ocular surface.  You should see an eye doctor to get evaluated.
