Some can be done in the doctor's office and some are done as outpatient surgeries.  Which one is best depends on the degree of dysplasia, your age, whether you've completed child-bearing etc.

No cure!: When a disc bulges, it can be normal or to the point of abnormal.  There is a weakening of the sac that hold the "jelly" inside the disc.  Neck strengthening exercises and therapy and unloading the neck from stress will help but once bulgin, i don't know if they "un-bulge".  Bulging of a disc doesn't necessarily mean you have a problem.  If the bulging encroaches on a nerve, then you have one.

The pain should resolve within six weeks. See a neurosurgeon.
