Oat meal ?!!: What you are referring to is not oat meal but a fine dust that that is created by the milling process. When that dust like material is added to lukewarm or cool water in a bath, it has comforting anti-itch properties. My moms swear by it when the use it during chickenpox.Its relief is temporary. Your dr may be able to address the long term reasons you have itchy skin.

i have a problem with very itchy skin after bathing or showering ive tried taking cold baths using e45 cream but nothing seems to help i still have very itchy skin after bathing and i also have fungus that comes and goes what can i use?

Aveeno, (oatmeal)cerave: Aveeno oatmeal is good for bath. For lotions cerave, or by prescription epiceram, hylatopic, or eletone. Oral supplementation with flaxseed or krill oil can add essential fattys acids to decrease eczema. Also recent studies show benefit of oral vitamin d. Lastly 50 per cnet of eczema patients can improve with probiotics.

Hot water OK: After a long soak in shower or bath-----fingers wrinkled-----use a CERAMIDE cream within 3 minutes. Aveeno (oatmeal) ECZEMA or Eucerin ECZEMA. Also rub in the same cream several times a day. Or just move to Hawaii. Also avoid caustic soaps. Skin cleansers made for dry skin are produced as Dove, Olay, Aveeno (oatmeal), Eucerin Cetaphil.

Try cold shower: Different people have different sensitivities to hot and cold. Try taking a cold shower.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

This : This is a bit tricky to answer without a picture and more clinical information.  I doubt it was from the blood draw.  This time of year it could be many things including a medication reaction, eczema, a viral exanthem, psoriasis, dry skin from low humidity, and many others.  Perhaps a visit to a dermatologist would be helpful for diagnosis and treatment options.  I hope that helps a little!

Multiple Causes: There are many reasons for kids to get itchy skin.  Most common is simply dry skin which can be worsened by cold weather and dehydration.  Another cause is contact dermatitis, an allergy to things like poison ivy. If there is a rash and nasal congestion whole body allergies might be suspected.  This could be from a reaction to foods and molds.Begin by using a moisturizer regularly.  Can help a lot.
