Male hormones: Getting a lab test called a "male hormone panel" by your doc or an enodcrinologist will give you more information.  There are hormones prior to testosterone that impact it.  One that is often low is DHEA.  Please don't get this over the counter but do get levels measured.  Peace and good health.

Low testosterone: Low levels of this hormone during puberty can affect thepubertal changes to varying degrees depending on the levels. It may cause delayed maturation of bones to underdeveloped secondary sexual charactreristics. If you have low levels or your child has this please see an endocrinologist asap. It can also affect mood and activity levels.

Good question: I'm not sure this has been officially studied. Female ovaries are responsible for testosterone production and are thought to play a role in onset of puberty.   High levels of testosterone in women are associated with increase in facial hair, increase in acne and may cause thinning of hair on top of the head.   Testosterone increases bone density  and potentially may cause widening of the jaw.

Vaginal dryness: Vaginal dryness is a common problem and can easily be treated using lubricant drops or gel. If your high levels of testosterone are affecting you in other undesirable ways, you should consult an endocrinologist who can use testosterone blocking agents and other hormones to alleviate the symptoms.

Post puberty minimal: Testosterone Replacement Therapy both oral and topical is most effective in increasing penis length and girth in pre pubertal males.  Up to 60% increase in length and 50% increase in girth has been reported in patients younger than 12. Post puberty the effect is minimal, showing only a 1% increase in length and .5% increase in girth.

Penile size is: largely dependent on genetics, and not on specific testosterone levels. The onset of puberty for boys is quite variable, but once the testicles start to make testosterone, the speed of growth of the penis seems to be fairly consistent from boy to boy and takes about 3 years from onset of growth.

Not really: Not unless you have been tense/anxious worried for a prolonged period.  Testosterone is a steroid hormone (chemical largely bound to other components in the blood and has survises for several hours.

No and no: No to both your questions. Masturbation may actually increase testosterone levels.
