Probably: You would certainly want to check with your individual surgeon; but at least theoretically your foot and ankle would be protected in a cast for riding a bike.

Prolonged recovery: You did not mention where , most common is leg , was done to releases the the pressure and prevent damage to nerves and muscles.Most of the times procedure is brief, recovery is not instant even with minimum damage , full  recovery takes months, may need additional surgery skin graft rehab etc most will recover some will never regain full function will not be in sports  and has to accept out come.

Need some treatment: Tfcc ligament tears usually do not heal without some form of treatment.  I do feel that it may be worth a course of a cortizone (hydrocortisone) injection and cast immobilization.  If symptoms still persists, then surgery will be required.  I would suggest seeing an orthopaedic surgeon with an interest in hand surgery.  Good luck.

Which level ?: Which part of your spine was injured ? Need more information. Any internal injury ? Burns ? Will surgery be attempted to stabilize the spine ? You need to be talking to your doctors about the next step.

Yes: The water proof cast isn't the problem. The surgical site doesn't need to get wet.
