surgery in the other eye can be done as early as 3 days after the first one.
There has been recent efforts to consider, bilateral cataract surgery in one setting.
What precluded this in the past is the remote possibility of an infection in one eye, that could conceivably affect both eyes.

Depends: Sometimes the recovery is very fast, or it can take a long time if there are complications.  Some people see perfectly the next day.  It's dependent on several factors such as how much energy is used to break up the lens, how fast the surgery was completed, how healthy the eye and cornea is, etc.  Usually postoperative drops are used for about 1 month.

Depends: The treating ophthalmologist will discuss with you the means for dealing with a surgery which had complications.  This may involve extra use of medication, further surgery and sometimes referral to a specialist like a retinal surgeon.  In some cases time is the only thing needed as all eyes do   not heal at the same rate.

Almost : Almost always out patient and most frequently done in out patient surgery centers, not hospitals.  Since only one eye is done at a time, most can take care of themselves by the next day.

Usually : Usually cataract surgery is done with local anesthesia.  This means the eye is numb and the patient is sedated.  The patient sees lights and shadows during the procedure, but not any scary details of the surgery.  The sedation is adjusted to alleviate anxiety.

A general anesthesia, in which the patient is asleep, is possible, but rarely needed.
