In general, a burn that heals in less than three weeks will not need a skin graft. Facial burns are considered to be burns of a critical anatomic area and are probably best treated by a regional burn center.

Sun burn: It is not likely that your peeling face is directly  related to the sun burn of last summer. However it is not normal to have a peeling face and you should see a dermatologist to have the cause evaluated and to have proper therapy prescribed.

There are many cause: of urticaria or hives. Cold and heat can both cause a temporary hive eruption. I usually recommend antihistamines prior to activities that lead to sweating. but verify with doctor:)
