It depends: What caused the fluid, ascites, liver, pneumonia, ...Cancer?  I have a guy that five years ago had half lung filled w fluid and he is great today.

Yes, possible : This is called aspiration. A massive aspiration event could cause drowning and death. More often, small amounts of repeated aspiration lead to a pneumonia. Unless the cause of the aspiration is addressed, it will continue to be a threat to the person's life and well-being.

About 4 cups...: 1000 cc of fluid is the same as 1000 ml.  If you convert ml to us cups (like a measuring cup used in the kitchen for cooking), then this volume of fluid is a little more than 4 cups.  It's about the same as a quart of milk one could buy in a supermarket.

Manage lung disease: Low sodium level frequently occurs due to lung disease. The fluids around the lungs need to be managed. If corrected, the the sodium will be corrected. For instance, if pneumonia or infection of pleura are treated then the fluid will resolve and sodium too. Taking more sodium/salt by mouth is the wrong approach. Also, cancer of the lungs can cause this picture. Discuss findings with your doctor.

Unlikely: As you have described your mother it is unlikely she could tolerate the rigors of a heart transplant. Each institution has guidelines for appropriate candidates for transplantation to maximize the success of such a scarce resource. You could check this through their websites.

A number of things: When fluid accumulates in the spaces around the lungs (pleural spaces), this is called a pleural effusion.  There are a number of causes for pleural effusions.  One cause is heart failure.  When the heart does not work well, its pumping action is decreased and fluid can back up into the lungs and the spaces around the lungs.  Another cause might be inflammation of the lungs (as with pneumonia).

Multiple ways: Excess fluid in the lungs can be removed with water pills known as diuretics.  Lasix (furosemide) is an example.  You could also try decreasing our fluid intake.  Both are effective but should be done under a health care providers care.
