Assuming you are: current on tetanus prophylaxis and you have no other medical problems that affect your immunity, probably not right away.  If you develop redness or persistent pain, it could mean infection, so you should see your doctor at that time.

A mere dog lick, without any bite or skin breakage is not likely to transmit any germs to cuase disease.

Pain, blood, hole: A puncture wound of the knee will manifest as a hole which usually bleeds when fresh.  It is generally painful unless very small.  It is important to get a history of what caused the puncture to properly treat it.  Besides washing out and using an antibiotic cream on the wound, some puncture wounds may need to be treated with a tetanus shot.

It's quite common: for such "abrasions" t hurt for e=several days. Make sure its CLEAN and covered to protect it and encourage healing. Some physicians recommend an OTC (Over the Counter" antibacterial cream...I think it's optional.
BTW any yellow discharge or "red streaking" around this scrape needs "on hands" advice...also if pain does not resolve after 3-4 days ..a Walk In visit is indicated!

Repair vs debrided?: If you underwent a partial removal of the torn portion of the meniscus (partial mensicectomy), your recuperation period would generally be quicker than if you underwent a repair of the torn meniscus (meniscal repair). Jogging is routinely allowed by 3-4 months after meniscectomy, and after 4-6 months when it is repaired. Underlying arthritis (cartilage loss) would also slow your recovery.

Yes. : Yes. Please be evaluated. If you have not had a tetanus shot in the last ten years, then you need another tetanus vaccine  this needs to be evaluated to determine if you have an infection.

Disuse atrophy: If you have a painful condition in the leg, which can certainly occur with a tear in the meniscus, you can get atrophy in the muscles due to lack of use.  Therapy, or addressing the underlying cause of the pain can both be helpful.

Yes: If you ignore it for long time it could cause damage to the knee.
