Interesting question: You can tell on ultrasound if there is hair on the baby's head.  However the quality and the quantity of the baby's hair is not well known until the baby is born and grown.
You can better guess by looking at the parents.  Genetics are the best determinants of the child's features.

my son's head circumference was measuring 39cm at 1 month old and 35.5cm at birth. so 3.5cm more! should i get him head ultrasound now or wait until his 2 month appointment for another measurement?

: Head circumference is measured in percentiles and trended over time. Abnormal changes must be taken in context in terms of prenatal and birth history, development status, and current health condition. Crossing two lines is considered concerning. More info: If the brain structure is normal, don't do anything. Wait until the child is born. Dolichocephaly is a head shape description, and nothing more. It does not necessarily indicate a medical problem needing treatment.

Pregnancy: 30 and 32 week pregnancies are differentiated by ultrasound dating - with the earlier dating the most accurate.  About 75% of babies go head down by 30 weeks, but it does not become something the doctor will usually address until around 36 weeks.

Fluid: Interhemispheric fissure (IHF)  is measured when US is done for large head size most of the time.  It allows one to determine whether enlarging head size is due to fluid outside the ventricles vs inside. If the US did not show fluid inside enlarged ventricles and did show an upper limit of normal IHF, the cause of enlarging head is likely benign.

Difficult to say: There is not enough information. For example, are you pregnant? How far along? Was ultrasound performed after birth? It is not unusual to see a neuropore during first weeks of gestation.

It will with time: Hair loss due to pregnancy  will stop in 3to4 months and there will be no permanent effect and will not make you bald.
