Many reasons: Too many reasons why people get it. Contact allergens(allergic contact dermatitis), genetic background(atopic dermatitis), dry environment or aging(xerotic eczema), stress(dyshydrotic eczema), stress plus possible yeast infecion(seborrheic dermatitis) are just some of them.

Moisturize: The key to making eczema better is to repair skin barrier, since damaged skin barrier causes symptoms of eczema.  Wash with dove soap for sensitive skin, pat cry, apply a good cream moisturizer while your skin is still wet. I recommend cerave, cetaphil, aveeno, (oatmeal) vanicream only creams not lotions. No fragrances of any kind.
