Steroids: Topical asteroids will work. If over the counter Hydrocortisone is not strong enough you will need prescription strength steroid creams.Aloe can be used along with steroid cream for possible symptom relief.

Stepwise to keloids: The approach to keloids is nearly the same no matter where they occur: pressure, silicone sheeting, steroid injections, posssible 5 fu injections, possible intralesional excision, possible radiation therapy as well emerging or investigational immunotherapy treatments.

Many possible causes: Itchy spots can be from many causes, such as: hives, viral infections, other infections, medication causes, hot-tub rashes, heat rashes, reactions to creams / lotions, allergic reactions to various things (including foods), internal disorders (such as kidney disease, auto-immune disease), etc... That means a rash that persists or is worrisome in appearance should be checked by a doctor.

What's the question: Sounds like a continuation of the poison oak which can last for weeks unless interrupted by treatment with steroids.  If you have a yeast infection on top of this it might be a little concerning with regards to your immune status, but if it remains localized may just be due to the exposed areas of contact dermatitis.  If your develop any other symptoms see your doctor.

Eczema: Nummular eczema is an allergy disorder in which itchy, coin-shaped spots or patches appear on the skin.
In general, keep the skin lubricated. Apply oil such as neutrogena body oil or alpha-keri oil to the skin at the end of ones shower. Vaseline is even more helpful if not too greasy.
Prescription topical cortisone is helpful to control this skin condition.

Not cancer: Cancer usually does not itch   you need to have someone examine the area if the problem persists.  However you may simply have dry skin for which applying a moisturizer immediately after bathing may help.  Then it may also be from a contact allergy especially if you had worn a new bra which had not been washed prior.
