If elevated, your doctor may help you work on a plan to knock it down and re-test you in three months for further discussion.  If normal, you're not diabetic, but a discussion about why you're concerned and next steps is also warranted.

Risks of this surgery include chronic diarrhea, pain, bleeding, infection, and blockage.

While MINOXIDIL creme does increase hair growth, its effect is SMALL (and its risks and its cost is also tiny). There can be diseases that affect hair quality (thyroid, malnutrition) it is extremely UNLIKELY you have them. Mainly look at males on both sides of family (mom;s side) how good you could get.
