Probably not: Nicotine can increase heart rate and slightly increase BP but there is no evidence it causes vascular disease.  It is the burning tobacco leaf giving off 200+ toxic chemicals that causes vascular and pulmonary disease.

The literature does not suggest that marijuana can cause peripheral vascular disease, especially in moderation. One can avoid smoke altogether by eating marijuana brownies/cookies.

Varies: Everyone's addiction potential varies.  Smoking 3 cigarettes per day increases your chances of smoking more and increases you chances of developing dependence.  Quit now while you are at 3 and avoid the chance of addiction all together.  There are zero health benefits of smoking and any social/emotional benefits can be achieved in healthier ways.

Maybe, or not: There are several variables which effect the amount of cotinine, the byproduct of nicotine, which is measured.  Second hand smoke may cause an elevation of the cotinine level.  A big time heavy smoker, may have an evaluated level of weeks.  Since even second hand smoke can elevate the cotinine, the issue of passing a test depends on the cutoff level from the tester.

Likely: Three weeks would be sufficient time to clear metabolites of nicotine. You know that you need to quit smoking permanently.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

If you smoke that: Little, there is no reason you can't stop.  Even 2-3 cigarettes a day causes a measurable increase in problems like coronary heart disease, stroke, bronchitis and cancer. Nicotine is metabolized to cotinine which is excreted in urine, but while nicotine is present, it causes vasoconstriction, clamping down and depriving the vessels of oxygen, increasing arteriosclerosis in heart, brain, elsewhere.
