Uncertain: I really don't know. I wonder if the small vessels in your skin are vasodialating instead of vasoconstricting in response to the cold air. When small vessels dialate it get bring heat to the skin.

Thyroid imbalance: You could be sick. Here's the cycle: you get sick, make a fever, feel hot, then sweat, feel cold, then shiver, then make a fever again. This is how you can be hot and cold at the same time. If you're not sick, then have your doctor check your thyroid blood test -- sometimes you may have very strange, paradoxical symptoms if your thyroid is out of balance.

Do U really mean PSA: Psa means prostate specific antigen, and there are no symptoms related 2 it as u describe.
U need 2 confer with an urologist if it is high or has been rising. @ 70 years it is not unusual 2 b high.

every night, my body temp goes up to 99.8-100f. normal temp by morning. my neck and back also feel hot to touch at night when i get higher temperature. this has gone on for months. is this normal temp fluctuation, anxiety, or should i be worried?

Uncertain: Body temperatures do vary throughout a 24 hour cycle (circadian rhythms).  However body temp is usually the highest in late afternoon (in people who sleep at night vs the day). Temperature is usually lowest around 4 in the morning.

Fever?: If you feel sick it may be a fever. It could also be that you each have slightly different body temperatures- enough that he can notice a difference.

If its red: If its red, gets worse or you have any other symptoms i would go to your doctor. If not, i would wait a day or two and see if it resolved.

Not a fever: these temperatures are not a fever, they are in the normal range for a human body. It IS fairly common for women when pregnant to feel warm and have even a "slight" temperature elevation (like you) due to progesterone. No worries. If your temp goes over 38.0 contact your doctor.
