Just a coincidence?: If the nosebleeding is happening coincidentally when the hair is being colored, then a primary care doctor can check to see why the nose is bleeding. If the nosebleeding is related to sniffling during hair coloring due to the smell of the ammonia plus the sulfur odor, then one can experiment with natural colorings (like henna) or temporary colorings which don't use ammonia... And see what happens.

Nose bleeds: If your nose bleeds hold your nostrils between fingers for about 10 minutes.  Sit up ; hold your head ; neck forward so the blood doesn’t just flow down your throat. If you are able to – place a moistened cotton ball over the area that is bleeding.  If you can’t control the bleeding after 20 minutes – seek medical assistance.

Also, sometime there's a little blood vessel in the lining of your nasal passage that needs to be cauterized. An ENT doctor would be able to help you with that.
