There is no study which states the incidence of a short frenum. Short frenum is just a variation in anatomy like the shape of a nose etc. overwhelming there are no symptoms .So no symptoms no treatment. So you should be OK

Yes you can: But could be painful and frenulum could get torn. Consider having frenulum divided. This can be done painlessly in a urologist's office. $% Lidocaine cream can be applied to numb area, 30 minutes later small amount of Lidocaine plain can be injected painlessly under skin just below frenulum which is the clamped & divided. This frees up penile glans & is sutured vertically with absorbable catgut.

Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. : Has your foreskin been very itchy for sometime?  The only condition that I know of that fits your description of the foreskin turning white &amp; firm making it difficult &amp; painful to retract the foreskin is lichen sclerosus. Typically it takes long-standing itchy involvement before whiteness,hardened surface &amp; phimosis to occur. I recommend seeing a dermatologist or urologist for accurate diagnosis.
