At 20 weeks gestation the urethral folds merge to form the foreskin distally. A small part of squamous is caught in it to form the frenulum. There is no study which states the incidence of a short frenum. Short frenum is just a variation in anatomy like the shape of a nose etc. overwhelming there are no symptoms .So no symptoms no treatment. So you should be OK
