HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation.

i fingered a lady on 01/07/21,on 05/07/21,we went for hiv test,she turned positive.on 09/08/21,i returned for a test but still negative.on 11/08/21,i went for hiv-antigen/antibody "duo" test but still negative.can this be conclusive results?

: Yes, conclusive. HIV is not transmitted by fingering, so you could not have been infected and your test results prove you were not. Stop testing and do your best to stop worrying.

I don't think so: The 4th generation HIV tests dentify acute infection through their ability to detect HIV-1 p24 antigens. However, I do not believe improved detection of early infection necessarily eliminates the chances that it may take someone longer than 3 months to test positive.  97% of infected individuals will test positive at 3 months, but to make sure you are not in the 3%, a test a 6 months is advised

HIV testing: You should be followed up with a repeat test at 3 mos, but the test you had is fairly reliable by itself. The problem is the rare individual whose tests become positive later than the 25 period you mention.
