Impossible: About a thousand different possibilities. You must provide us some context to this question.  The better option, however, is to demand an explanation of your results from the physician who ordered the test.

Repeat labs if healt: Neutropenia can develop after a viral infection. Lymphocytes help fight viral infection. 
If you're otherwise healthy, I would just repeat the labs in few weeks.

Not at all: Usually a high white count is due either to high neutrophils alone, or less often high lymphs alone. Do yourself a favor -- don't even look at your CBC unless you have a specialty interest. It's only one piece in the complex puzzle of diagnosis; little abnormalities seldom mean anything at all, and your physician has already taken the big abnormalities into account.

what could a low wbc 2.5 (4 normal) , high monocytes 17 (normal below 12),, low lymphocyte, low abs neutrophil, , low abs lymphocyte be?  i'm worried.

Your CBC: It's good that you're interested in your bloodwork, and nobody here can diagnose you or even say whether illness is present without more data, beginning with "How do you feel?" WBC absolute counts fluctuate wildly even from hour to hour. The best course may just be to repeat the count. Absolute neuts &amp;/or lymphs below 1000 are worrisome but there's no danger until much lower levels.

my result blood test came back and showed high monocytes 19% absolute 0.7. my wbc was 3.7. my gra 43.2 % absolute 1.7. lymphocytes 1.4.  37%. eoso 2% baso 1% segmental 46%  all my other wbc normal and so were my rbc. just worried by the high monocyte?

Any symptoms?: Do you have any symptoms? Why were these tests done? All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, your monocyte count is not a cause for concern.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

11.6 wbc, 6.45 absolute neutrophils, 3.78 absolute lymphocytes,  0.95 absolute monocyte, 0.02 immature neutrophils. lab mark them high. causes?

May be none.: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, this count may be your normal. The count is only mildly increased and if you have no symptoms, do not be concerned. See this site for more info.

Nothing if healthy: You have only a slight increase in your WBC count which may be within the variation limits of the device on which the test was done or may be due to a recent mild infection like the common cold. Unless you have some disease symptoms there is no need to do anything but if you feel disturbed or uncertain, repeat the blood count test in a reliable lab

How high?: You should ignore percentages of white cells returned on a cbc, pay attention only to absolute counts (they're of interest only if you're far from the reference range or abnormal cells are present), and look at the big picture with your physician. You'd be doing yourself a grave disservice by reading internet sites that discuss labs in isolation. If you feel well, i suspect nothing is wrong.

Concerning: With this drop in neutrophils into a risky zone, you need to be under the care of a competent hematologist -- in fact, you should have been referred when an absolute count of 600 was discovered. This would be a great time to stop taking the Ibuprofen -- allergy might be the cause -- and try to stop smoking as well.
