Fitness?: Depends on how vigorous a man he is.  Does he walk independently or is he bed-bound.  Can he walk up stairs?  Is he on 1 medication or 25 medications? Smoker? Obese? Exact age is less important than health.  Some 78 years olds are medically much younger than some 50 year olds  talk to your medical doctor.  Generally these are not high risk surgeries.

Symptom/age depends: It depends if the hernia has bowel in it or is simply fluid filled.  If there is bowel in it, it could get stuck in the hernia which would require emergency surgery.  If there is just fluid (hydrocele), then one can wait until the child is 1 year before elective surgery.

Too early: The majority of newborn babies have an umbilical hernia at birth. 80 - 90% of these hernias will close by themselves by the age of 5.  Standard recommendations to parents is to wait until after that age to repair umbilical hernias. The exception is for those hernias which are very large or symptomatic (with pain, incarceration or intestinal obstruction).
