Time works but...: Depends on what you have already tried.  The first things are conservative including infcreasing fluid and fiber in diet to ensure that you bms are soft, losing weight, limiting the time sitting on the toilet.  Flare ups are then treated with creams, ointments.  If still a problem you could try banding and finally excision/ligatiom.  Surgery is really the only definitive treatment for this.

Re-evaluation: peraiatent pain and bleeding of hemorrhoids needs re-evaluation.  Be sure that you are getting enough fiber, drinking enough water and avoid straining

Check with a surgeon: You can call a surgeon's office and get an estimate for the office visit.  At that time, he of she will give you recommendations for treatment and you can ask the office staff what the cost would be for that procedure.  The office manager may be able to cut you a deal.  Keep in mind the surgery center and anesthesiologist may also give you estimates.

Get Right Diagnosis: Not all rectal bleeding is hemorrhoids!  most hemorrhoids (varicose veins of the anus) are soft, squishy tissue that may become more distended or protrude after straining or having a bowel movement.  If torn with a bm or anal sex, they can bleed.  But so can ulcerative colitis, crohns, benign tumors (polyps), or even cancer!  you need to see a GI doc or colorectal surgeon for the right diagnosis.

Varies: Need to stop the problem that results in bleeding hemorrhoids first. Avoid constipation and straining too long at the toilet. Dink more liquids. Increase fibers, fruits & vegetables in diet. Add metamucil to your diet. See a doctor to be sure it is hemorrhoids.

: Sitting less and for shorter time helps to lessen the engorgement of a hemorrhoid.  Stool softeners "lubricate" the stool, while fiber helps to bulk-up the stool to retain water and encourage better propulsion through the GI system.  Bleeding is common with engorgement, straining to defecate and wiping too aggressively with rough paper.  Use soft paper and clean gently to avoid bleeding.

Just hemorrhoids ?: Are you sure you have just hemorrhoids? Bleeding from the rectum that recurs may also indicate anal fissures, proctitis (due to infection, inflammatory bowel disease, radiation therapy, stercoral ulcers, rectal prolapse, trauma, etc.) or a bleeding source further upstream. Depending on your age, risk factors, current medication (aspirin, nsaid's, anticoagulants can cause bleeding), get evaluated.

rarely my hemorrhoid will bleed during a harder passing stool.  when i push it back in the anus, the bleeding stops.  why only bleeds when outside?
