No: No. There are lots of medical terms using the  suffix "-cele" and they are frequently confused and inappropriately used. A lymphocele is a unique lesion which typically comes about from the disruption of lymphatic pathways following surgery or injury. It is a collection of lymph fluid which fails to be absorbed internally.  They can become infected, but are rarely caused by an infection.

: Probably a sebaceous cyst, which can occur anywhere on the body -- that it happened to be on the penis doesn't mean anything important. Sebaceous cysts are so common that they can be considered a normal skin structure. The spot probably is now irritated. Leave it alone and let it heal, then see a doctor if it remains prominent after a few weeks. Or any time if it becomes red and irritated.

: If it is a lymphocele or just edema (swelling) from masturbation it will resolve on its own. You can try cold compresses . If it persists see a urologist.

Lymphangitis?: A lymphocele of the penis would be unlikely. Sclerosing lymphangitis, related to rough masturbation or sex, is self limited, though it can make the penis look quite ill.
As for other lumps, Peyronies Disease causes firm plaques to arise in the deep part of the penis, which can result in erectile dysfunction.  If you have &gt; 30' curvature or pain with erection, see your urologist ASAP.

Simple Care: The real question is what not to do that slows down healing. Avoid using alcohol, peroxide, hibiclens, betadine, and bleach solutions. Inflammation ( red, hot, swollen, tender) is important to healing  so anti-inflammatories (motrin, advil) are bad. Cover the area with a clean dressing changed every other day  and protected from trauma.  Antibiotics do not help healing unless it is truly infected.
