Tension: Your symptoms are most compatible with chronic tension,stress and anxiety. The shortness of breath, if felt at rest and not with exertion, is typically anxiety related. However the unilateral location of the headache and fever, if truly present, are not classical anxiety symptoms. For this reason it's best to be examined by your physician, and if findings suggest chronic stress, get psch referral

Bulging Veins: Bulging veins in the hands and wrists are often associated with aging, being thin and well hydrated.  When the arms are down the blood in your veins have to work against gravity to return to the heart.  When you raise your arms the blood flows with gravity to move more quickly toward the heart.  Unlike the arteries which pulse blood, the movement of blood in the veins is more passive.

Where : Do veins popped out? U did not mention anatomical site. Are u talking about veins in the temple, forehead?
Sometimes during severe headaches i may accept that veins above mentioned my bulge more due to dilate blood vessels veins included. The best would be if u could show yourself during a headache to your family doctor. Also if the headaches are totally new i would certainly pay him/her a visit.

In certain positions like 'laying down with your head on the pillow", the artery is slightly compressed by the weight of your head against the hard bone of the skull.  This allows transmission of sound with each and every pulse of blood that is forced through the compressed artery. If BP/HR are normal, this is normal.

Yes: This needs to be checked out since an US can miss something compressing a blood vessel;especially since you have symptoms.

Probably. : It's normal for the soft spot to flatten, sink and bulge depending on positioning, crying and hydration status.  And infants do normally have visible scalp veins.  What matters is how is the baby acting?  Feeding ok? Sleeping ok? Irritable? Fever? If other issues, contact your pediatrician.
