May be a hematoma: Most likely it couldbbe a molr or a infected cyst which fits your discretion, or small amount of blood collected there called hematoma, call and ask for a early appoint.

Herpes?: It sounds like this could be a cold sore, which is typically caused by the herpes simplex i virus. Note that this is not the std-form of herpes, which is generally herpes simplex ii and causes genital herpes. Anti-viral medicines can help.  If this is a frequent occurrence, see your pcp for an evaluation.

Concerning symptoms: Thank you for caring so much about your young sister. I am worried about the things you describe here.  Sounds like something neurologic, where the systems that control the basic functions of your body, or something cardiac (to do with the heart) could be going on. Please encourage your parents to have her seen by a pediatrician very soon.

Hemangioma?: It sounds like this could be a hemangioma, a dilated blood vessel that would be more visible when there is more pressure in it, from crying for example.  Most of the time these are not a problem but definitely keep an eye on it to be sure it doesn’t enlarge quickly or seem painful, definitely have Dr look at it next baby checkup (or before if concerned)

Don't smoke: I am not aware of any way to prevent the darkening of skin or lips when exposed to tobacco smoke.  Seriously, why find a way to prevent a cosmetic effect of a drug which is the number one preventible cause of death in the us (as well as elsewhere), causing premature heart disease, stroke, cancer, emphysema, bronchitis and dozens of other serious health problems, as well as fires ;other accidents?

I don't know: What you are describing, but any cracking in the head of the penis would be abnormal. If you're concerned you should let your doctor examine the problem at your next visit. No way to tell without looking at the problem.
