Neither: HCG is a hormone and is measured like a chemical. A level below 5 is not consistent with pregnancy and level above 25 indicates pregnancy. In-between these two values warrants repeating the test in a week or so.  See this site for more info.

Need more info: For the sake of your and your baby's health you should be under the care of an obstetrician who can better evaluate your lab results. How far along: If july 3, was the first day of your last period , then you would be 4 weeks 5 days along. .  With the HCG level i would put her about 2 to 3 weeks.

Probably: The HCG level should double every two days in the first 10 or 12 weeks of pregnancy.  The best indication that the HCG is normal is to recheck after 2 days - if it has doubled (or nearly so) it is likely normal.

Low or negative? : Clarify with your doctor what a low Bhcg level  means. If your Bhcg is less than 5 then it means you are not pregnant. If greater than 5 then you are pregnant. Ask your doctor for the number. If negative discuss your options for menstrual cycle regulation

Family practice : You actually are not 4 weeks pregnant  probably 2weeks or less because you ovulate around day 14 of your cycle. So a low level may mean you are early. Get another level in 2 weeks.

Could be pregnant: I trust that you are under the care of doctor for your and your baby's health. Hcg above 25 is generally diagnostic of pregnancy. You may have tested a bit too soon. It is generally better to test after a missed period. If you miss your period, you may wish to do a home pregnancy test, use first morning urine and follow the instructions in the kit carefully.
