See a doctor: a rash could indicate a virus,or allergic reaction or reaction to a toxin,could be early sign of sepsis.
my advise go and see your doctor,it could ne nothing,but it is worth the peace of mind.
these things could start very innocent,so do not ignore it.good luck and go see a doctor.

Low BP: It would be nice to be able to look at a rash to render a better judgement about it, however, big blotchy rashes with itching generally suggest urticaria. Urticaria causes vasodilation of the blood vessels which can lead to a lower BP

Hard to say: If the rash occurs only on sun exposed area, one needs to consider photosensitizing from lotion applied or drug taken. Some ingredients in sunscreen can also induced photoallergic reaction. Try changing sunscreen PABA-free or one with a different active ingredient. Topical cortisone may help
