Ketoconazole: I suggest that you try to find ketoconazole shampoo (nizoral AD shampoo in US). It is good for dandruff and painful, itchy scalp.  Ketoconazole is an antifungal but it also has antiinflammatory properties that are very helpful when you have pain at the hair roots.

Dermatology: without a phot or exam this sounds like folliculitis- a hair follicle inflammation- possible from excessive masturbation or infection.

Possible infection: See a dermatologist and have the issue evaluated. There are several possible causes, including infection.

Long time: Thc is stored in fat cells which serve as a reservoir and release it slowly into the bloodstream and from there into hair follicles. For a long time user, the "reservoir" can be quite full and so may feed follicles at 6 mo and longer. The new hair growing out takes some follicle thc with it as new thc is being fed in.

First let it heal: Then you can get a better picture of it. Remember ABCD. If it is asymmetric, with irregular borders, multiple colors, or a diameter greater than a pencil eraser, it needs to,be checked. If it is enlarging, or bleeding, or itchy, get it checked. And most of all, if you are worried, get it checked. Peace of mind is important too!

No: Hair follicle testing relies not on screening tests, but on the confirmatory/definitive tests when bands of substances are found in hair.  The results are highly accurate, and are not effected by washing or coloring or anything that is on the outside of the hair. It has been shown that some herbal supplements, esp from china, actually contain benzos and other substances not listed on ingredients.

Folliculitis: Are these areas you have shaved?  Sounds like it could be folliculits.

A normal variation: Having more than one hair in a follicle is not a disease.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
