Sensitive skin : One cause on irritation on the abdomen is nickel allergy from clips on jeans and belt buckles.  If this is your problem avoidance is the best treatment.

Not sure: Did someone punch you in the stomach to see how strong your muscles are you? Are you on any blood thinners? Did you bang yourself and not realize at the time? If this continues to happen and you are not on any blood thinners including a baby Aspirin you should see your doctor.

Exam needed: Without inspecting these areas it's not possible to make a diagnosis. Linear skin markings in these locations may be an allergic reaction to clothing. Stretch marks are also commonly seen there, but itching would be unusual. If these areas don't clear with the application of a cortisone type cream, see your physician for evaluation.

Tuck: The only way of getting rid of loose skin to remove it surgically.  Those procedures are known collectively as tucks (witch hazel).  The tummy tuck is probably the most common and effective.  Some lasers will tighten skin but only a little bit.

The more you scratch, the itchier it gets. Applying occasional cortisone type ointment helps. Dry skin from excessive heat on during the winter dries out the skin and causes itchiness elsewhere.
