Biopsy it: I would ask for a biopsy. Most of the biopsies of the bone can be done with a jamshidi needle (small needle with minimal down time). Once a correct diagnosis is confirmed then a better treatment option could be discussed.

Not cancer: Based on your description, a sac known as a "bursa" that cushions the bones of your ankle, may be inflammed, which is a common injury and may be caused by increased exercise, poorly fitting shoes, or basically a type of low grade, longer term irritation. This bursitis can be treated with a steroid injection directly into the area, or by oral anti-inflammatories. Bone cancer is unusual in your age.

: Many people find that elevation (above the heart) and ice to help reduce swelling of the limbs. However, swelling of a joint should prompt a visit to a physician so a complete history and physical exam can be completed.

It doesn't always: Have to be the samething and hence should be checked out. You could have varicosities there that swell, you can have issues with your peroneal tendons etc, it may be wise to have an MRI scheduled after you play ball.....incidently you did not mention if it was painful.....

Yes : You are probably describing an MRI report and would do well to follow up with your physician to discuss.  The medial and lateral edema described refers to swelling that is present under the skin.  This could represent an injury such as an ankle sprain, or could be inflammatory.  A ganglion is a flyid filled cyst that can cause local irritation and pain, not uncommonly found in the foot and hand.

Vasomotor: This sounds like some type of vasomotor symptom. That is a transient dilation of your blood vessel likely neurologically mediated. I would get this checked out if it persists.

Torn ligament: He may have ankle instability due to a torn ligament in his ankle. Can be examined by doctor and MRI may help. Can also try wearing an ankle brace.

Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor. Depending on your age, weight, history of trauma, it may be arthritis. For the short term you may take acetaminophen, not more than 4 g/day and no alcohol. 
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
