1 look=1000 words: How big is the lump? Is it painful? Discolored? More information or maybe a picture would be helpful to further give an impression of what this means.  It could be many different things, and many of these are not serious medical problems.  Getting a doctor to look at it will help to tell what it is, but sometimes you don't know for sure until it is removed. But not all lumps need to be removed.

Can't Say: If this is a painless lump that is not growing and you noticed it incidentally than likely ok to watch.  If painful or growing or any other signs of activity, better have it evaluated.  From your question, it isn't clear if your lump is a new growth or a bump from a bony protuberence.

Without : Without seeing the lesion in question it's very difficult to say. Some common things that  could present as a painless, hard, brown lump on a shoulder could be: 
seborrheic keratoses
actinic keratoses
wart
neurofibroma
common mole
these are possibilites. It will be up to your primary care provider or dermatologist to make a diagnosis.

Not normal: A mole should not itch, burn, bleed, or weep fluid.  It should never be painful. If it is any if these, please seek the attention if a physician to biopsy or remove the lesion.

i get random swelling like 2" strings of swelling across the back of my neck and a 2" diameter lump on my shoulder and sometimes on my feet. it's in different areas each time and happens maybe once or twice a month. what would cause this?

: I think you're experiencing dermatographism and angioedema. Both are relatives of hives. The cause is often elusive. Triggers could be allergy to something internal or external. Can you think of any triggers?  Try taking antihistamines. I recommend consulting an allergist for investigation and treatment.

Probably need exam: Its difficulty to determine what it is without examining it
You may have pulled a muscle and could have spasm
But you may have a lipoma, fibroma, cyst or other
soft tissue mass. 
Also an xray would be helpful to determine if there
was any bony masses
