See a podiatrist: If this is a chronic problem, you have to rule out a fracture or tendonitis, or both.  You may have injured it without knowing.  It may even be a nerve pinched in that area or your back.  I would suggest having it properly examined and get x-rays.  If you continue to walk with pain, you risk injuring it more, changing the way you are walking and creating a new problem because of compensation.

when i lay down my ankles and feet swelling go down but when i get up and walk they swell back up?

Swelling Feet: Gravity contributes to the swelling. Swelling can become worse in the afternoon. Buying shoes in the afternoon is a good idea. The swelling you have sounds worse than the normal swelling indicated above, therefore you should be evaluated by your primary care doctor or your podiatrist.

Pregnancy swelling: Like a camels hump is flat when they are hydrated, but expands when storing water, you are storing water in your feet. Drinking more fluids will help. Also, elevating your legs when you can and support type hoisery will also help. I know it is hot and let me tell you it takes 15 minutes to get support hose on and off. So, plan ahead for bathroom breaks.

Gout vs heart issues: The swelling you're describing could be gout;  the onset of which can occur at any age and is often the consequence of an extremely rich diet with pork, wine, salt, etc.  If that's not the case then the issue is backflow from your heart (i.e. congestive failure).  see  your pcp;  you need either a consult with rheumatology or cardiology per your PCP.
