top of my head feels cold like a quarter size big and also tingling in my ribs. what can it be?

How old are you?: I know you are male. your age is important for my list of differential diagnosis.
the only thing I can think about with the very little information I have, is stress ,.
you think about it, no trauma, no incident, cold spot in the scalp, and tingling sensation on the side. the only thing in common is stress and anxiety.

my ribs are bugging me feels like a small pressure against them it won't stop. sometimes the skin hurts. could organs have been moved doubtful though?

Chest pain: Doubtful that your organs bulging has caused this issue. Probably a floating rib dislodged. Osteopathic physicians are trained to make this assessment and treat appropriately.

Nerve irritation: The sensation you describe is a paresthesia. It is an indicator of nerve root injury. Causes include local nerve injury, kidney stones, and more rarely infections, lack of blood flow, genetic conditions, medication side effects and vitamin deficiencies.
New, severe, or persistent symptoms are worthy of an office visit to check for these conditions.

i have found a hard lump on the top part of my  rib under the skin it's vary painful and it feels like it's getting bigger. what could this be?

Need xray: it could be a healing fracture, but to determine the diagnosis you should have an xray

Sounds like a sprain: You will have to lay off whatever you are doing. if its exercise you may not have stretched enough prior to the activity. so just rest for a couple of weeks and return to activity in smaal increments to tolerance.

Nerve compression?: You may be compressing a thoracic nerve where it exits the spine. But if it's a progressive problem you may need some testing.

Lumbar Strain: You may have pulled your Muscle with some unusual Activity like lifting heavy weight, 
Did you fall down and injured the Back?
 Your symptoms also suggest Sciatica. 
In either case  you will benefit from Anti Inflammatory medicine like Ibuprofen or Naprosyn (naproxen).

Do you have a rash?: Skin pain, particularly around the ribs, is worrisome for potentially being herpes zoster. You should see your physician to evaluate if you have the characteristic rash as well as for medications to decrease the pain and prevent complications.

would an elevated rib cause pain on the head of my clavicle?

Not sure?: Not sure what you mean by head of clavicle. The clavicle and 1st rib are right on top of each other near the breast bone or sternum. The medial sterno-clavicular joint can become swollen from injury or inflammation. Some people have an extra cervical rib above the clavicle which if large can cause some pain. The other end of the clavicle by the shoulder hurt, but is not rib related.

just noticed small bumps under skin on top of the part of ribs that stick out (aka rib flare) what are possible causes? is it most likely be benign?

Doctor can examine: Bumps under the skin are hard to figure out without an exam. Sometimes, they appear and disappear for unknown reasons. Bumps may be ok if there is no pain, oozing, bleeding, itching, etc...  A doctor can look at the bumps, examine them by using her hands, to help get a diagnosis. Guesswork won't be useful in this case. An in-person exam will help.
