Dreaming: he is in rapid eye movement sleep.  It is normal, nothing to worry about.

?nystagmus: Would have to do a direct exam to be precise here, but might have nystagmus or even opsoclonus.  Best to see an ophthalmologist or neurologist, and get this diagnosed.  Could be a medication or drug reaction but get diagnosed.

Nystagmus: I assume you have observed this on someone else.  Most nystagmus is congenital and is not noticed by the person who has it unless they look in the mirror.  It is commonly seen by  others looking at those who have it.  It is mostly mysterious but is present at birth but also can be due to early reduced vision.  Later in life it is usually a side effect of some drugs.

if is vertigo - balance disturbance in the middle ear balance organ - you can have back and forth movements of your eyes - nystagmus - but this is involuntary and usually brought on with looking in various directions.  So, I have no idea about you.  There is also a condition with weakness of eye movement muscles. If me, would see an eye doctor and maybe a neurologist. Doubt its  hormones.

See ophthalmologist.: Your excessive nystagmus is bothersome and may have some underlying pathology. You may also be referred to a neurologist for further evaluation.

Yes: Up to 8% of college age students (about 1 out of 10) were able to produce "voluntary nystagmus" in one study, and most of them had a relative who could do the same thing.  It usually doesn't indicate any other eye problem.  If it happens involuntarily, you should see your eye md for an exam.
