Binocular vision: Think of the brain as a computer (cpu) that receives input from both eyes to simultaneously see in 3d and in focus.
Both eyes need to move in rhythm for this and also properly aligned therein. There are various ocular to neural causes for poor tracking that need to be investigated.

Depends: Babies eyes do not need to completely track together until around nine months of age.  If the eye exam is otherwise normal, and your child is under 9 months of age, i would follow.  If one eye is constantly looking in one direction, that is different, and the child should be seen.

Anything: Your headaches could be coming from tension, dehydration, lack of sleep/poor sleep, skipping meals, stress, eye strain, teeth grinding, sleep apnea/snoring, or chronic sinus problems. See your dr you have a lot going on.

when i look at the sky i see perfect transparent circle, which tracks with my eye. it's only there for a few seconds and disappears. i just so happened to notice a large group of them whilst looking in a mirror with a shining light. is this serious?

: These are likely floaters or alternatively they may just be a result of an after image from shining lights into your eyes at high intensity.However, if you notice increasing frequency of them you should get your eyes checked by an opthamologist.

Questionable term: This is a common term used by optometrists who define this to indicate that somehow the eyes do not work well together.  It is part of a workup they have devised to try and get the naive into programs of 'optometric visual therapy' which is an expensive exercise in generally futile but lucrative office examinations and "treatments"

Yes: very normal at this age to repeat words and some phrases. Practice makes perfect!

Development varies: slightly with each infant, and if he is making good eye contact while lying down, cooing and smiling, it sounds like he is on track.  It may be that when he is upright, there are so many more sights to see that his eye contact with you is intermittent, compared to looking at you vs a boring ceiling when lying down.  Keep talking and  interacting with you baby, but share concerns at next check up.
