Tough to say: Sometimes genetics plays a role and if a family member  (mom/dad/ grandparents) have 'baggy eyes, ' than that may predispose you to have the same condition.  Allergies also, despite normal sleep habits, can cause baggy/puffy eyes.  Hope this helps.

Contact Dermatitis: Contact dermatitis of the eyelid is mediated by a type IV hypersensitivity reaction in allergic contact dermatitis and by direct toxic effect in irritant contact dermatitis. It is more often caused by a product applied to the hair, nails, or face than by products applied directly to the eyelids. See your dermatologist for treatment and a patch test to find out what you are allergic to.

Tough question: Tough to answer in this forum. First thing i would try is two things. Modify your diet to be more healthy.  Plenty of fruits and and vegetables, lean meats, and 8-10 glasses of water a day.  Cut out all sugar, cakes, pies, candy, alcohol etc.  Second thing, make sure you are getting 8-9 hours of sleep a night.  If this doesn't work after  six weeks you may need to seek the services/plastic surgeon.
